Chile – ENAP signs an agreement with six energy companies to generate the largest green hydrogen infrastructure development in the country.
ENAP, Total Eren Chile, HIF Chile, FreePower Group, Grupo EDF, RWE and HNH Energy sealed an alliance to transform said infrastructure into a new large-scale industrial complex for the deployment of this industry.
The National Petroleum Company (ENAP) took a new step to promote the development of the green hydrogen industry in the country, by signing an agreement with six international energy companies to transform the Gregorio Maritime Terminal into the largest industrial complex in the Region de Magallanes and thus facilitate the production and marketing of this fuel and its derivatives.

In a first stage, this agreement will allow the feasibility studies of the project to be carried out to evaluate the construction and operation requirements for the development of a new maritime terminal for the unloading of equipmen and also new storage and export facilities for final products.
The strengthening of Gregorio is in line with the announcement made in April regarding the port of Laredo, located in the same region, when ENAP signed an agreement with three international companies. This allows accelerating the progress of the development of this new industry through the reuse and adaptation of existing infrastructure, reducing environmental impacts and accelerating implementation deadlines thanks to associative work.
The activity, carried out in the mentioned terminal ─located in the area of Punta Delgada in the commune of San Gregorio─, was attended by the regional governor of Magallanes, Jorge Flies ; the presidential delegate, José Ruiz ; representatives of the signatory companies (Total Eren Chile, HIF Chile, FreePower Group, Grupo EDF, RWE and HNH Energy), the president of the board of ENAP, Gloria Maldonado ; ENAP’s general manager, Julio Friedmann ; and union directors of the company, among ohers.
Gloria Maldonado, president of ENAP’s Board of Directors said:
The signing of this joint development agreement is a very significant event for us as a State company, because it strengthens our founding role, to contribute to the strategic development of the country, its economy and the general well-being of citizens, with an important focus on environmental sustainability.
This agreement stems from the strategy defined by ENAP to join efforts that will enable and transform infrastructure in the region, positioning it as a leader in the promotion of green hydrogen in the country.
Julio Friedmann, General manager of ENAP, said:
In this line, we are convinced that public-private work is the way to facilitate the energy transition that Chile needs today.
He added that “the signing of this agreement is part of our Enabling and Integrating Infrastructure Plan, which seeks to reconvert the industrial facilities of Laredo, Gregorio, Cabo Negro and Bahía Gente Grande into solutionsthat solve the logistical needs that the production of H2v will demand, using existing industrial assets and facilities of ENAP, as part of the 2023-2027 Business Plan”.
In the case of the Laredo Terminal, the agreement signed this year involves ENAP together with Total Eren, HIF Chile and HNH Energy; and seeks to transform this infrastructure into a first H2v industrial hub in the region. Likewise, in March of this year, ENAP announced its own project to generate the first H2v molecules by the year 2025, at the Cabo Negro facilities, from renewable energies emanating from the Vientos Patagónicos wind farm, where the state company is senior partner.
ENAP’s plan establishes as essential assumptions for the various H2v projects, open access and with market rates to the facilities. “The possibility remains open for more companies to join this joint effort to strengthen the port capacity of the Magallanes Region,” concluded Friedmann.

Given our future development in the San Gregorio commune, we hope to advance in the implementation of common infrastructures that make the industry feasible, but at the same time generate synergies that avoid unnecessary socio-environmental impacts.
“This new step in public-private collaboration is a clear sign of the associative work that we propose to carry out in Magallanes, and that will allow us to set up a new maritime terminal, which will use the company’s historical facilities as a base, but adapting them to the demands of the new industry. ”
Pablo Schoennenbeck, representative of HNH Energy, said:
The development of the H2v sector challenges us to study multiple options that allow us to strengthen a complementary port system by using existing infrastructure and building new facilities, thus providing the industry with the resilience it requires.
“We value the opportunity to collaborate again with ENAP in a project that will advance in parallel with the work tha we have been doing for more than two years as HNH Energy in the development of a private port solution for public use open to multiple projects in the Region”
On behalf of the EDF Group (Électricité de France), the CEO of EDF Renewables Chile, Matías Steinacker , highlighted this public-private initiative as a concrete sign that companies are considering the concerns of the region and as an excellent step that demonstrates a spirit of collaboration and search for synergies with the aim of developing a sustainable industry.
Víctor Turpaud, the Latin American regional manager of HIF Global pointed out that:
This agreement is another relevant step for the advancement of the industry in Magallanes, it also shows a virtuous alliance, in which the public and private sectors work together not only to the development of green hydrogen, but also to bring new opportunities to the region and fight -from Chile- climate change with clean energy.
Juan Walker, the founder and CEO of FreePower Goup said:
This project is an important step in the right direction for the future not only of green hydrogen, but also for Chile, so that it is a relevant and competitive player in the market for this industry.

For RWE’s Chile country manager, Alfredo Zañartu , this agreement with ENAP, and therefore with the State of Chile, is essential for the development of the enormous potential that we have as a country and especially the Magallanes Region to become a leader world in export of green hydrogen and its derivatives.
